Abstract:
The article substantiates the relevance and necessity of involving creativity, information and knowledge-based capital while forming and implementing the smart specialization policy of the EU regions. The scientific views on the relationship between the processes of economic growth, the use of creative, information and knowledge approaches, smart-oriented spatial and territorial planning are generalized. A new approach for assessing the creative, information and knowledge determinants of the EU regions’ economy transformations with the use of the multivariate regression analysis, a composite method, and strategic structural and functional design is developed. The scores of the sub-indices of the Global Innovation Index, the Global Talent Competitiveness Index and the World Digital Competitiveness Ranking are selected as the initial parameters of regression analysis. The relationships between these factors and the change in the GDP volume per capita, the share of GDP used for gross investment, high-tech exports, and the Global Quality of Life Index are revealed. The composite indicators of the concentration of creative and digital (ICT) industries in the EU regions are calculated (based on the level of enterprise concentration in an industry, the share of the employed in the field and the share of an industry in the regional economy in terms of wages). The priorities of smart specialization strategies of the EU’s individual regions, which are related to creative, information and knowledge factors, are identified. The calculations have confirmed sufficient closeness of the relationship between the use of creative, information and knowledge factors and the fulfillment of the tasks of smart specialization strategies in the EU regions. The sequence of the formation of tools and means for the implementation of the strategy of the regions’ smart specialization in the context of attraction and effective use of the determinants grouped by three directions (creativitization, digitalization and new knowledge) is presented.

Abstract:
Under the conditions of intense competitive struggle, integrated assessment methods are gaining increasingly greater importance in the processes of information and analytical support of enterprise development management. Enterprise competitiveness is one of the most universal, and, consequently, methodological and applied features among such generalizing characteristics. However, almost all of the approaches used are characterized by both significant advantages and certain disadvantages as of the date. This study develops a system of information and analytical support for managing enterprise competitiveness in the market of fast moving consumer goods, where competition is near the highest. The author's approach for assessing the competitiveness status of enterprises is developed. For this purpose, a system of indicators is determined, which reveal comprehensively and systematically the main parameters of competitiveness according to its structural components, or subsystems: (1) personnel, (2) property, (3) commodity, (4) organizational. The peculiarity of the approach includes the combination of the method of enterprise position rating in the market, and expert survey, which ends with presentation of the results using the graphical method. Summarizing approbation of the developed methodological approach to the assessment of enterprise competitiveness status, the results allow to allocate the leader enterprises, enterprises of average level of competitiveness, enterprises of attack zones and lost opportunities, and outsider enterprises are obtained. The results include the possibility of implementing a new better and more comprehensive approach for analyzing the status of competitiveness of competing enterprises, which serves as a significant information and analytical basis for policy planning to strengthen the competitive position of businesses for the consumer goods market.

Abstract:
The need to improve public administration of import dependency was characterized (in the example of Ukraine) and the signs of its influence and interconnection with ensuring the state’s economic security are characterized. The methodological sequence of import dependency evaluation is substantiated. Using Hotelling’s method of transformation (the method of principal components), the multiplicative form is presented and the integral index of import dependency of the country’s economy is calculated. Harrington’s interval scale is used to summarize the results of the integral evaluation of import dependency. The results of the evaluation have confirmed the high level of import dependency of the Ukrainian economy and clear tendencies for its strengthening, which is critically threatening to the country’s economic security. Using the tool of multivariate dynamic regression modeling, a statistically significant correlation between the level of import dependency and the country’s economic security is established. The economic and mathematical descriptive model of state management of the state’s economic security is formed, which is embedded in a methodical approach to strategizing the state policy of import substitution. The purpose of the state management of import substitution, the parameters of ensuring the country’s economic security agreed with it, the strategic priorities of the state policy of import substitution and the indicators of their implementation are determined.
